According to information from the BMVI, the
De-minimis funding guideline 2020 not changed.

Winter tires are from 1 January 2020
no longer as extra-mandatory safety devices
eligible. Winterreifen für LKW sind nämlich ab dem 1.7.2020 obligatorisch, d.h. verbindlich vorgeschrieben. Zur Sicherstellung einer einheitlichen Förderpraxis über die ganze Förderperiode 2020 wird die Änderung berets ab 1.1. angewendet.
Detaillierte Informationen will das Bundesamt für Güterverkehr (BAG) demnächst
on its website einstellen.
Ebenfalls auf der Internetseite vom BAG findet sich eine
Positive list of eligible measures. There in section 1.3 (super-mandatory safety devices) you will also find tyre pressure systems (e.g. tyre pressure refill system,
Tire pressure monitoring system).
